Abstract

The issue of creating conditions for free access to education throughout a person's life is not only educational but also the general social problem, and its solution has lately become an important priority. The idea of "lifelong learning" meets the strategic objectives of Europe to become the most competitive society in the world based on competences. Lifelong learning and acquisition of the necessary competences are seen as responses to a rapidly growing competition and the use of new educational technologies. However, improving the content of the educational process in units of the continuing education system does not determine its effectiveness and efficiency. A lot of issues depend here on the regulatory foundation of the regional education system, mechanisms of coordination and cooperation between all parties of vocational training, labor market, employment center and other departments implementing programs of additional education. Such an approach in the educational system contributes to the competitiveness of a person, his professional and personal growth, as well as to the formation of stable professional mobility in the labor market. Implementation of this concept nationwide has a beneficial effect on the quality of the intellectual and human capital, and thus supports the development of the economy in general.
