Abstract

Currently, at the legislative level there is no adequate safeguards to protect people from the risks associated with the negative impacts of information, which may result in: personal injury to a person, on an unconscious level blocking freedom of expression rights, artificial instil in them a dependency syndrome; manipulation of public opinion, and others. Participation of the state and society in providing information and psychological security of a person is caused by the specifics of interaction between the individual and society, especially the relation and interaction of processes of formation of individual and mass consciousness, thinking style.
