Abstract

In this paper we consider issues related to the competence and professional development of people working with human resources in such areas as education, organizational management and public administration. An attempt to introduce certified technical competence is critically considered. Author emphasizes that we have to study social forces, primarily controlling human behavior, which should be the basis of sciences dedicated to understanding and prediction of human behavior.
